The exact sequence
O.)Remove battery
1.)Desktop pc rings has detected device
2.)Application loader if set to detect device briefly sees device and says no pin number
3.)Asks me for device password
4.)Application loader has app os 4.0 and phone greyed out
5.)Clicking on advanced options has erase all data and apps greyed out

Error 348 only occurs when I put batter in and connect to dm or don't connect to dm.

This is one GREAT reason for Backing up your Blackberry at least 1 time
a day. I say reload the OS and see what happens. At least you'll have a
working blackberry again.

Meaning restoring os will do no harm as there's nothing to worry about.

At the point you mentioned it looks like all data will be lost.  Since
it cannot find the device.

I would reload the os. Normally it backs up all the data in the process.

It came back with error 348. Following advice from another forum(can
post link as quite useful) I hooked up device manager and let it detect
devcie and very quickly went to load apps. Dm shows that it cannot find
os. Dm wants to reinstall os. There is no option in advanced to not
erase data. Do I go ahead and reinstall os??

If I reinstall os do I lose data? Is data still there?

Absolutely leave it to dry 4-5 days minimum withOUT putting the battery
or a charger to it. The electrical mixes worst with water. Yes on the
box of rice, the place it the top of a CRT or low heat generating
appiance like a stereo. Good luck.

temp to dry out too.

  Take the battery out and leave it out overnight in a dry warm place.
I've even heard of people putting the device in white rice. 

   It might not be dry yet. It could take a few days before it really
dries out.

Blackberry fell into water. After cleaning and drying out brifely came
to life but stopped at unlock screen(something done before) said drained
shut down. Eventually got it to boot up screen flickering and then died.

Have a few text messages not in outlook want to recover? Is there any
hope? Realize device is toast

Don't have backup as most data synched in outlook. Hooked up to
blackberry deskotp manager. Doesn't see device plugged in or not
