Sending service books from the BES requires nothing from the end user and they don't even know it was done.

No they are not. Sometimes resending the service books fixes these issue.

Maybe but the guy testing my account made no mention of them doing anything. Ill ask. The new leadership refuses to tell me anything.

Started working again somewhere in last hour. All emails cue'ed up with original time stamps.

Guys at corporate end did nothing to fix. Could this be rim (have heard outage stories in pas). All emails came with original time stamps is some cluem clue of what and why did pin, web work(web turned on by bes)?? Error message was send failure

This also seems to be magical time it hits over last few years.
