[Bb-Outage] New Addition: RIM outage tracker

We have added a new section where people can submit issues they are
having now with their service. It's called The RIM Outage Tracker and
can be found at http://www.dataoutages.com/submit
Just fill out the form and hit submit, this will help people determine
what area's are having the most issues. The latest entry is deleted
from the database after 24hr's but at least people can see what else
is going on besides subscribing to the mail list. This is NOT a tool
to replace the BB-Outage mail list, just something to help people
determine if there's something local or more spread out.

The mail list is growing at a nice pace and we would like to thank
everyone for the support. We are always trying to improve the site and
provide new lists for people to keep them informed.

This is more of a beta type addition to see how it works and if we see
more people using it and finding it useful, then we'll keep this up
for good and work on adding more reporting to it as time permits.
