[Bb-Outage] BB Outage Data Problems

Is anyone having problems with "Data Connection Refused" in the area of 
North Carolina?  Have 2 users on ATT with this message at the moment, but 
am curious if more widespread than we realize & prefer not to wait for the 
phones to start ringing.  ATT had no knowledge of outage in this area.  We 
are a BES environment.
