[Bb-Outage] Admin Notice: Dataoutages is Back up

Due to a issue with the internet pipe at the colo where the server is
located, the server has been down since about 4pm EST yesterday, it is
back up and the company is in the process of changing providers very
soon so this doesn't happen again.

We apologize for any any inconvenience this may have caused.
