Yes, this BIS 2.7 upgrade is for all of the US, Canada, and the Americas.
 
Other RIM regions of Europe Africa Middle East, and the Asia Pacific areas
have upgraded this month.

The BlackBerry BIS 2.7 upgrade will occur overnight on 6/26-6/27. Customers
will not have access to BIS services during the four hour upgrade period.
The upgrade is scheduled for Pacific Time: 6/26 11 PM- 6/27 3 AM
